In Ontario, a landlord can only charge for cleaning if the unit is left excessively dirty or damaged beyond normal wear and tear. Routine dirt, minor scuffs, and light cleaning are considered normal wear and tear and cannot be charged to the tenant.
If a landlord withholds money for cleaning, they must provide clear evidence such as move-in and move-out inspection reports and photos. Deductions made without proper documentation can be disputed at the LTB.
If your landlord has made what you believe are unfair cleaning deductions, a Landlord Tenant Board Paralegal can help you understand your options and file an application if necessary.
